Dr. Jinwon Ho is a recognized expert in information science, e-government, and IT auditing, with a diverse career spanning academia, public-sector consulting, and international collaboration. He earned his Ph.D. in Information Science from the University of Albany New York (SUNY), USA, where his dissertation focused on developing comprehensive models for assessing the value of IT investment. He also holds an MS in Applied Computer Science and a BBA in Information Systems from Dongguk University, ROK. Currently, Dr. Ho serves as Head of the e-Business Department at Bucheon University, Tashkent, Uzbekistan, where he leads curriculum development and teaches courses on e-business, IT business strategy, IT consulting, and UI/UX. He has held adjunct faculty positions at leading Korean institutions, including Korea University and Sun Moon University, delivering graduate and undergraduate courses in policy studies, IT audit, information security, and decision-making. Dr. Ho’s consulting experience is highlighted by his role as e-Government Consultant for Uzbekistan’s National Agency of Project Management, where he advised on digital transformation strategies, governance frameworks, and capacity building for the Digital Uzbekistan 2025 initiative. He has also collaborated with international organizations such as KOICA, NIPA, and UNDP, providing expertise in government-wide enterprise architecture and digital skill training. Previously, Dr. Ho was Deputy Director at the Audit and Inspection Research Institute under the Board of Audit and Inspection of Korea (BAI), where he led research on ICT evaluation and audit for government agencies, represented BAI in INTOSAI working groups, and contributed to the development of international audit standards and transparency frameworks. He has also served as a committee member for ISO/IEC standardization in IT service management and governance. His industry experience includes strategic planning and project management roles at SK C&C, where he led knowledge management initiatives and multimedia projects, and earlier technical and instructional positions in the US public sector and academia. Dr. Ho is the recipient of multiple awards for research excellence and teaching, including honors from the Board of Audit and Inspection of Korea and international fellowships. He has authored numerous research papers and publications on IT audit, e-government performance, knowledge management, and information systems, and has given presentations at major international conferences. His work continues to bridge the fields of IT, public-sector innovation, and higher education.
