Dr. Kwon Ho Yeol is a distinguished authority on digital policy and public-sector innovation, with a broad multidisciplinary background spanning engineering, business, and public policy. He holds a Bachelor's degree in Electronics Engineering from Seoul National University and completed his Master's and Doctoral degrees in Electrical Engineering at KAIST. To enhance his expertise, he completed advanced programs in Software Engineering at Carnegie Mellon University and IT Venture Business at Stanford Graduate School of Business. He currently serves as Professor Emeritus of Computer Science at Kangwon National University.
Throughout his career, Dr. Kwon has been a leading force in advancing public-sector innovation through digital policy research. He has held prominent leadership roles, including President of the Korea Information Society Development Institute (KISDI) and Non-Executive Director of the Korea Education and Research Information Service (KERIS). His contributions to national policy-making include serving as a member of the Presidential National Education Council and as an adviser to the Presidential Policy Planning Committee.
In addition to his public-sector engagements, Dr. Kwon has been deeply involved in academic and professional communities. He has served as Vice President of both the Korean Association for Policy Studies (KAPS) and the Institute of Electronics and Information Engineers (IEIE). His leadership portfolio also includes serving as Dean of the IT College at Kangwon National University and President of the Korea Association for Information Systems Audit (KAISA). Internationally, he has contributed as Dean of the School of Electrical and Computer Engineering at AAU/AAiT in Ethiopia and as a visiting researcher at Stanford University.
Dr. Kwon’s primary research interests encompass digital policy, e-government design and auditing, and software engineering.
